Bulgaria remains the only country in the EU where violence against animals is not a criminal offence

We will keep on insisting on the criminalization of violent treatment of animals, stated the Four Paws Foundation firmly 

Bulgaria is still the only country in the European Union which does not consider the torturing of animals a criminal offense. Today at its regular session the Parliament at first adopted, and immediately afterwards rejected the amendments of the Penal Code which suggested that the deliberate mutilating and murdering of vertebrates be considered a crime.  

„Most of our MPs do not seem to realize that the criminalization of violence against animals would prevent graver offenses,” said Mr. Yavor Gechev on behalf of the Four Paws Foundation. „Although no serious research has been conducted in Bulgaria, most countries have already found out that a close bond exists between violence against animals and serious criminal offenses. If our deputies do not provide any punishments for crimes against animals, this undoubtedly means that they tolerate violence.”

At the beginning of March the Four Paws Foundation launched a campaign for amendments to the Penal Code suggesting larger amounts of the penalties and imprisonment for violence against animals. More than 30 000 postcards were distributed in over 120 clinics and animal shops, as well as at the Fame Cards stores. Anyone who supports the foundation could send one of these cards to the Chairman of the Parliament and to the President of the Committee of Legal Affairs.

„We will keep on struggling for the criminalization of violence against animals,” stated Gechev. „We will use our contacts and relationships in the Western European countries and from the European institutions to press the Parliament of Bulgaria to adopt the necessary changes in the Penal Code. We are convinced that sooner or later these changes will become real, but we ought to be sorry to live in a country which always chooses the hardest way of doing things. We are once again put to shame in front of the civilized world”

Corpses of stray animals found at the dumping ground of Blagoevgrad

The animals have been killed in an organized and brutal manner, say people from the Four Paws Charity

ImageRepresentatives of the Four Paws Animal Welfare Charity found dozens of dead bodies of stray animals in nylon bags at the dumping ground of Blagoevgrad after a tip by local environmentalists. The Four Paws found out that the animals have been killed in a particularly cruel manner.

"A representative of ours has also entered the dumping ground and confirmed the actual presence of sacks with dog corpses on the bottom of one of the pits. Some of the carcasses were quite fresh, others have already started  to decompose. Most of the corpses were all over in blood, which means that the animals have been killed in a painful way. Furthermore, we have pictures," says Dr. Marina Ivanova from the Four Paws. „We have alarmed the Regional Veterinary Medical Inspectorate and the Regional Inspectorate for Public Health Protection and Control right away but their representatives were not admitted to the dumping ground because of a mayor’s order. At the same time, we evidenced that gypsies entered the dumping ground without hindrance and took out metal scrap. Our apprehension is that dogs are being killed on the streets in an organized manner by order of the Municipality of Blagoevgrad. It is a fact that after an incident with a townsman who had been attacked by stray dogs, the mayor Mr. Paskalev uttered a thread that the problem would be solved radically and that the number of strays had already decreased by 39. It is also a fact that, only for a month, absolutely all the animals disappeared from the town centre, many of which were neutered and have been living there for years. The dumping ground is managed by the Biostroy municipal company and only its trucks have access to it, so the corpses could not get there by accident.”

This is yet another gross violation of the Animal Protection Law. Just several hours earlier the Four Paws and the citizen group „A City for Responsible People” gave a press conference, which revealed striking cases of outrages over animals, for which disclosure investigation authorities refused cooperation. Environmentalists think that only incrimination of murders and tortures of animals will make institutions stop outrages of such type.

"We met the mayor Mr. Paskalev in the late afternoon. He promised us cooperation on that case and we hope to be able to enter the dumping ground today, together with representatives of the Blagoevgrad Regional Veterinary Medical Inspectorate, " goes on Dr. Ivanova. „Of course, we are not expecting to find anything, as Biostroy Company had a whole night to take out the corpses.”

A check of the Regional Veterinary Medical Inspectorate and the foundation found out that the Municipality of Blagoevgrad failed to undertake serious measures for keeping the population of stray dogs under control for the whole previous year. For nearly 12 months, only 11 dogs have been neutered under the municipal program. Ever since March the past year the Four Paws have been negotiating for initiation of a capture-neuter-release project but because of organizational disorders at local level the things are at a standstill for now. The Four Paws are now explicit that they will come to work in the town only after exposure of the killers and after getting strong enough evidence that the municipality is not involved and is not intending to apply such illegal methods for coping with homeless dogs.
